Just based of the shape of them I’d say they’re puffs but they come in that bag with multiple other kinds of chips, and they’re in the same packaging as chips usually are, and they sit in the same aisle of a store. therefore I would always say Cheetos and Cheeto puffs are in the chip category as well. :]
