You message @Admin. He'll give you an email address you can sent the tutorial to. The tutorial will be reviewed by admin and the moderators and if it is approved it will be posted. The review process is a little longer than the one for patterns and pictures.

In the email you send a document with the tutorial that includes the text of the tutorial along with the photos.
