Probably so there isn't an absurd amount of variations on patterns. Other than that, i can't think of any other reason.

It’s also so that people don’t go crazy making variations and overwhelm the moderators so much that they don’t have any time to review any new patterns.

variations usually make up a majority of patterns we have to review. having a restriction on the amount of variations a user can submit per day helps us keep the number of unreviewed patterns/variations under control. admin placed this limit during the summer, because there were around 2000 unreviewed patterns/variations, so that greatly increased the amount of time it took for each pattern/variation to be reviewed by a moderator. hope that helps! 🙂
