They can not accept young moderators maybe because be a moderator is kinda like a job and 17 under people can not work or because they think 17 is a age where they are more mature to take that responsibility.

Being a mod is a really big responsibility and it's a volunteer based job. They have to uphold a certain image and like you mentioned, they have to have a certain level of maturity because their work represents the admin, and if they aren't mature enough to handle that kind of responsibility it doesn't reflect very well on the website.

Also some people submit inappropriate photos, so if a minor was exposed to that then the admin could get in a lot of legal trouble
